Southern Oaks HOA Meeting

Minutes:
The balance sheet for the year was reviewed. It was noted the beginning balance on 2/1/24 was $7,292.74 and the ending balance was $4862.51 on 2/28/25. Yard work done in early 2023 paid in 2024 brought the balance down. Mike Haynes noted withstanding this make up payment we would likely be around a similar balance as 2024.
Reducing the assessment amount was mentioned but it was again felt best to maintain the current assessment.
Mike Haynes asked if owners of 2 lots were required to pay 2 assessments. There was no appetite for 2 assessments for owning 2 lots as long as there was only one house on the combined lots. It was decided to hold a ballot for changing the bylaws to reflect this sentiment.
Mike also mentioned double billing Harold McBrayer for his 2 lots. Jack Andy recalled reading Mr. McBrayer did not have to pay assessments per the bylaws.
A step down for the sidewalk going to NorthEast Park was discussed. Allan Jensen looked into this with the city last year but abandoned the idea due to complexities. Hiring a professional would encounter the same difficulties. It was decided that some Neighbors may get together and construct a low profile extension. Dr. Porter wondered if the sidewalk was a common area. It was decided to put the neighborhood construction project to a vote with a cap of some amount for expense.
Some disrepair of the road was mentioned by Dr. Jordan. It was decided to ask the Town of Marion to make repairs and possibly re-pave the road if due.
Dr. Porter mentioned sidewalk disrepair and suggested asking the Town of Marion if this was part of the right of way and if so would they repair the sidewalk. If not we would seek approval from the Town to repair it ourselves.
Rocio Jensen asked about actions that might be taken to encourage safe driving in the neighborhood. We decided to speak to the Town of Marion about posting a speed limit sign for the road or do so ourselves.
Jack Andy, Austin Ordway and Mike Haynes volunteered to continue to serve as HOA president, vice-president and Treasurer respectively.
